Special Notice
At the regular monthly meeting in
November Bill Purcell proposed a change to the bylaws. For this to happen
here is the excerpt from our Bylaws...
ARTICLE XV-Amendments:
Article XV Section A:
This
Constitution may be amended by a two thirds (2/3) majority vote of the
eligible voting members present at a regular monthly meeting or a special
meeting called for that purpose provided proposals for amendments have
been made available to all eligible voting members at least ten days prior
to the meeting in a public manner by publication on the club website, by
email, or traditional mail for those not having internet access.
Article XV
Section B:
A quorum for
purpose of adoption of any amendments to this Constitution or By-Laws
requires at least one third (1/3) eligible voting members and either the
President or Vice President to be present.
Article XV
Section C:
Written
absentee ballots may be sent to the Vice President prior to the meeting
to be held and counted along with those present at the meeting.
Here
is the experpt from the November minutes
Bill Purcell also asked that the Club consider the possibility of
changing the Bylaws to allow, either by check or electronic bill pay, the
Treasurer to write checks up to $200 without requiring two officer
signatures. David Keene asked if he wanted to make that in the form of a
motion. Bill said he wanted to draft the motion. His resolution reads:
Resolved: FCARC Bylaws be amended to permit electronic bill pay up to a
$200.00 maximum.
Let it be
further resolved that checks for $200.00 or less require only
one officer signature.
All disbursements (electronic
or paper
check) exceeding $200.00 will still require the signature of two club
officers.
The Bylaws presently
say:
Article XIV Section D:
Withdrawals
from any club account shall require the signature of any two of the four
authorized officers; President, Vice President, Secretary, or Treasurer.
This proposed amendment change will be voted on at
the January meeting.
At least one third or our present voting
members must be present.
If
you have not paid your dues for 2012 and want to vote on
this matter dues will be accepted anytime before the vote.
