Special Notice

The following are itmes to be voted on at the next meeting.

ITEM 1

Background:

As many of you already know, at the regular monthly meeting in November Bill Purcell, Treasurer, made a motion to add an amendment to the Bylaws to allow only one officer to sign checks under $200 and any over that amount would still require the two signatures. He requested this to make it easier for the treasurer to do the job and pay the bills of the club as he was elected to do. There have been incidents where payments have been delayed because locating another officer that could meet him to sign the check was not possible. Included in his amendment proposal was the option to use conventional checks or electronic payments even though this had already been approved by the Club at a previous meeting. There were weaknesses in the wording of this proposal and to have time to word and address these changes, Bill’s amendment was voted down at the January meeting. The Club then voted to have the Board to work on the wording addressing the issues discussed in the meeting and to post the Board’s proposal ten days prior to the meeting on February 18 so this amendment can be brought to a vote at that time.

Anyone that is unable to attend this meeting may vote absentee by sending their vote to Mike Durbin, Vice President, anytime prior to the meeting.

Present wording of the Bylaws:

ARTICLE XIV-Treasury:

Article XIV Section D: Withdrawals from any club account shall require the signature of any two of the four authorized officers; President, Vice President, Secretary, or Treasurer.

 Proposed wording to be voted on at the February meeting:

ARTICLE XIV-Treasury:

Article XIV Section D shall be amended to read:

Payments of regularly occurring bills or purchases approved by a majority vote at any meeting of the general membership of the FCARC may be paid using the most efficient and effective payment method at the discretion of the Treasurer or officer paying that bill.

Except when transferring funds into the checking account, any withdrawals from the Club savings account shall require the signature of any two of the four authorized officers: President, Vice President, Secretary, or Treasurer.

With a majority vote the Board of Directors may make a purchase on behalf of the FCARC when waiting for a vote of the general membership is not deemed by the Board to be in best interest of the Club. A report of this purchase will be given at the following monthly meeting.

Except for a transfer of funds, no withdrawals shall be made from either the checking or saving accounts without prior approval by a majority vote at any meeting of the general membership or a majority of the Board of Directors.

Item 2

 Last year there were four of our club members that due to hard financial times were unable to come up with the money to pay the dues for 2011. There were other members that knew about their situations and paid their dues for them.

At the meeting on January 21, 2012, I proposed that the Club give to the Board the authority to grant these members either a full or partial waiver of their dues. Each situation would be decided on a case by case basis. If the member is able, then they could pay what they feel they could afford at this time.

I believe that giving this authority to the Board and not having a public vote would reduce any embarrassment that members might be subjected to due to their situation.  

The members present voted to give the Board the one time authority to grant a waiver to these four members for this year. I would also like to suggest that this authority be added to the list of responsibilities given to Board of Directors in the Bylaws for the future by an amendment to be voted on at the February meeting. Situations of this kind happen to people and with this already set in place in the Bylaws the Board can be prepared to help those individuals remain active members of our club.

I therefore made the motion that the following purposed amendment be added to our Bylaws. This motion will be brought to a vote at the meeting on February 18, 2012.

Purposed Amendment to:

 ARTICLE IX--The Board of Directors:

                12) Shall, after careful review of the individual situation as presented, have the authority to grant a full or partial waiver of the membership dues for the year where the payment of such dues may constitute a hardship to the individual. Such waivers may be renewed for successive one (1) year terms as deemed appropriate by the Board of Directors.

VE TEST SESSIONS

FANNIN COUNTY AMATEUR RADIO CLUB

 

The Fannin County Amateur Radio Club offers VE Testing every other month starting in January.  Testing sessions take place after the monthly meetings which are on the 3rd Saturday of every month at the First Presbyterian Church, 818 North Main, Bonham, TX 75418.  We meet in the Williams Building which is located in the back of the church across the street from Kwik Check on Center Street.  Sessions usually begin at 10:00 AM following the monthly meeting.

Candidates need to bring $15.00 CASH, a copy of their Amateur Radio license (if they hold a current license), Photo ID, pen and pencil. 

You do NOT need to make an advance reservation if you want to take the test after our bi-monthly test sessions.  HOWEVER you may request a test session by giving me the date and I will arrange to gather my VE team to administer the exam.
